Reimagining interoperability: a proposal for horizontal obligations under the Digital Markets Act

In its response to the European Commission’s consultation on Article 7 of the Digital Markets Act, Euroconsumers argues that while interoperability is key to contestable digital markets, the current obligation on gatekeepers’ messaging services has not delivered the expected change. Despite formal compliance, few third-party services have actually connected. Euroconsumers therefore calls for a shift towards a horizontal interoperability obligation applying to all relevant market players, to genuinely boost competition and user choice. It cautions against extending Article 7 to social networks, given the complex technical, security and privacy challenges involved.
