Els Bruggeman
Group Manager Advocacy, Enforcement & Communication
In its contribution to the European Commission’s forthcoming European Grids Package, Euroconsumers and its member organisations in Spain, Italy, Belgium and Portugal use the April 2025 Iberian blackout as a case study. The outage, caused by poor planning, premature disconnections and low interconnection, disrupted transport, hospitals and communications, leaving vulnerable consumers especially exposed with little information or compensation. Euroconsumers argues it was a preventable failure and a warning for Europe as electrification and renewables grow. It calls for accelerated cross-border interconnectors with binding deadlines and EU funding, smart and flexible grids with strong privacy and cybersecurity safeguards, wider access to demand response and energy communities, and EU-wide minimum standards for outage communication, compensation and continuity of essential services.
