Simplification Consumer protection Published 10 July 2025

Implementation dialogue on consumer protection in the digital environment

In this paper, Test-Aankoop/Test-Achats and OCU, part of the Euroconsumers group, argue that a competitive Europe needs strong consumers, and that cutting back on consumer protection in the name of competitiveness is an illusion. Consumer protection is an industrial asset: it rewards better businesses and gives innovators confidence that their products will reach well-informed, trusting customers. They support simplification that removes unnecessary burdens, but not deregulation that weakens real protection. Drawing on their own experience with fake reviews and misleading influencer marketing, they highlight a serious enforcement gap and call for stronger EU enforcement powers. They also point to new digital challenges requiring clearer rules, focusing on influencer marketing, dynamic pricing and minors online, and call for balanced solutions that target harmful practices without hindering legitimate innovation.
