Group Manager Advocacy, Enforcement & Communication
In this joint statement of 9 July 2025, organisations and civil society groups warn the European Commission against including a dispute resolution mechanism for internet interconnection in the upcoming Digital Networks Act. Pushed by large telecom operators as part of their “fair share” agenda, such a mechanism would effectively force content and application providers to pay network usage fees. The signatories argue this would undermine net neutrality and the open internet, raise prices for consumers, limit choice and access to information, harm European creators, SMEs and start-ups, and strengthen incumbent operators’ termination monopolies. Pointing to BEREC’s findings that the interconnection market works well with no evidence of market failure, they call on EU policymakers to reject any direct or indirect network fee obligations and to base any proposal on evidence and transparent, inclusive consultation.
