TikTok - unfair commercial practice

Euroconsumers responded to a €10 million fine against TikTok by the Italian Competition Authority for harmful practices affecting minors, demanding compensation for victims of the “French Scar” challenge. We also called for joint educational and communication initiatives in line with the EU Digital Services Act.

Euroconsumers addressed TikTok following a ruling by the Italian Competition Authority on March 5, 2024, which imposed fines totaling €10 million on TikTok. The ruling found that the companies engaged in unfair commercial practices on the platform that posed serious risks to users' psycho-physical well-being—particularly affecting minors and adolescents. The violations included failure to effectively enforce TikTok’s own user guidelines, the manipulation of users through repeated exposure to harmful content, and insufficient safeguards to protect vulnerable users.

Euroconsumers expressed deep concern over the platform’s lack of control and oversight, especially in light of the damage caused by challenges such as the “French Scar,” and demanded compensation for those directly harmed. Additionally, Euroconsumers is calling for collaborative efforts with TikTok to launch new communication initiatives—both in-app and across traditional media—and to implement educational activities that promote safe and conscious use of the platform. These measures are proposed as part of TikTok’s responsibilities under Article 35 of the EU Digital Services Act.
